The present government in Vietnam has a record of open contempt for human rights to Degar people. The outlook for human rights in Vietnam leaves many observers with a depressing sense of déja vu. Are Degar people destined forever to suffer from Vietnamese government, which have little regard for the rule of law and respect for human rights?  Is the international community prepared indefinitely to tolerate such a situation in a country which is to the future stability of the Indochina region?

Since the reunification of Vietnam, the government of the Socialist Republic of Vietnam ("SRV") has committed gross abuses of the human rights of the Montagnard people of the Central Highlands of Vietnam.  These abuses continue unabated and this report sets out the most recent of the reprehensible acts the SRV government has committed against the Montagnards.
